Dear Mr. Surra:
This letter requests approval of several foreign travel and capital equipment
expenditures, as follows.

1. Enclosed is an earlier request for approval to fabricate capital equipment
[Reference 1], which I understand did not reach your office.
2. Our earlier request for approval of foreign travel [Reference 2] gave
estimates for the cost of each trip, whereas the approval letter [Reference 3]
specified that the expenditures were not to exceed these estimates.
While one of the trips was completed within the estimate, the other three
cost more. In particular, Samuel and Pingle's trips were estimated at $200
each, but cost $265 each, while Feldman's estimated $700 expense turned out
to be $934.90. I request approval to pay the actual expenses.
If you wish, we can make future requests on a "not-to-exceed" basis, rather
than "best estimate".
3. Permission is requested to pay the round trip travel expenses from
the United Kingdom to here for Dr. John Gordon, who is to take a temporary (about one year)
appointment here. The cost is estimated at $1060, or a maximum of $1250.
Dr. Gordon recently completed his Ph.D. at the University of Edinburgh
and is expected to play a key role in our Mathematical Theory of Computation
Project.
4. Permission is requested to purchase a UHF-TV transmitter at a cost of
$2,750. This is to link a mobile television camera to our computer, permitting
computer vision research on motion parallax in natural scenes (mostly outside).
We used to have a home-made transmitter that did the job (after a fashion)
but the graduate student who created it finished and the device subsequently
broke irreparably, hence this request. We need a transmitter that produces
between 2 and 10 watts at 524 MHz. We have surveyed the market and found
that the least expensive unit is Model UAMX-524-2 manufactured by 3dbm,
780 Lakefield Road - Bldg. H, Westlake Village California 91361. The quoted
price is for this unit.

These items
are required to perform the subject contract (ARPA order number 2494),
but the University is unable to provide funds from its own resources
to procure them. There are sufficient funds available under the
existing contract to cover these costs.
